In 1898, the United States invaded Puerto Rico and the Spanish government ceded control of the island to the United States. During the first two years, the entire government in Puerto Rico was appointed by the president of the United States. Then, in 1900, the American government establishment the Foraker Act, which established a civilian government in the island. It wasn't until 1947, that the Elective Governor Act was enacted, allowing for the democratic election of a governor every four years. Since that time, Puerto Rico has had fourteen elected governors. One governor, Rafael Hernandez Colon, has held the position twice in non-consecutive terms. Puerto Rico has had two female governors.
