The territory that eventually became the state of Utah was originally part of the Mexican Cession obtained by the United States in 1848, following the Mexican–American War. The following year, a constitutional convention was convened in Salt Lake City to work on a proposal for federal recognition of a state or territory. The convention resulted in the provisional State of Deseret, which claimed most of present-day Utah, Nevada and Arizona, as well as parts of California, Colorado, Idaho, New Mexico, Oregon, and Wyoming. Brigham Young was elected governor on 12 Mar 1849, and the legislature first met on July 2, 1849. But the state was never been recognized by the federal government and was formally dissolved on 5 Apr 1851.

Although the news did not reach Salt Lake City until January 1851, Utah Territory was organized in September 1850, encompassing roughly the northern half of Deseret. The territory initially consisted of present-day Utah, most of Nevada, and portions of Colorado and Wyoming. In February 1861, the creation of Colorado Territory took land from the eastern side of Utah Territory; Nevada Territory was organized from the western section of Utah Territory in March 1861 and gained additional area in July 1862, and again in May 1866; Also in March 1861, Nebraska Territory gained area from the northeastern part of Utah Territory; Wyoming Territory was created in July 1868, from Nebraska Territory, and took additional area from the northeast corner of Utah Territory, giving Utah Territory its final borders.

Fourteen men served as governor of Utah Territory, including one, Caleb Walton West, who held the position twice. Since achieving statehood on 4 Jan 1896, Utah has had eighteen governors. Utah has had just one female governor, Olene Walker, who took office following her predecessor's resignation.
