Introduction

Richard Randolph, Jr. wrote his will when he was only 25 years old. In it Randolph desired to free all slaves upon his death. He died the following year in 1796. After some delay, his widow Judith Randolph finally granted 450 acres of land to 90 former slaves in the winter of 1810-1811, the settlement of which became known as "Israel Hill."
