Florida's Delayed Birth Petition guidelines stated that anyone living in the state could apply for a Certificate if:

• they applied in the County where they were either living or born
• they had verification that a Certificate did not exist where they were born
• they had certain documentation of their birth. The documentation requirements have become more stringent through the years.

Florida still issues Delayed Birth Certificates. The current application is available as an online PDF file which can be filled out.
