There's not much information from his father's side on FS (only his parents).

I suggest we work on his mother's side. She has parents and grandparents. From her grandmather, we can divide, e.g.: you work on James Nicholls KHRX-3BV, and I work on Caherine Caroline Rapsen MQTJ-T23. What do you think?

Yes, that would get us going. In my experience though the quickest way of expanding CC7 is to work out laterally rather than back looking for ancestors. So I'd start by looking at the siblings of his mother, who they married, and then at the siblings of their partners - hopefully finding some large Victorian families.
