"We Thomas J. Michie Alexander H H Stuart & Samuel Blackburn do hereby certify that John R. Peyton Esq Exr of Gen Samuel Blackburn dec’d did this day in our presence after being fully explained the alternatives personally proposed the Question to the negroes whose names are contained in the above list whether they would accept of their freedom on the Terms of their masters will & that the answers opposite their respective names express their election"
"We further certify that a few days after the within election was made by the slaves of General Samuel Blackburn Anne for herself & child & Charlotte who had elected not to accept their freedom on the terms prescribed in Gen Blackburn’s will asked leave to change their election which was granted to them & they accordingly elected to accept their freedom & were in consequence thereof sent by the Executor to Liberia. Given under our hands this 13 day of Sept 1836. Alex H H Stuart."[5]

Samuel Blackwell offered to emancipate all of his slaves if they agreed to be relocated to a colony in Liberia. All but two of his slaves accepted this offer.[6]
