Scottish Representative Peers

The 1707 Treaty of Union abolished the Parliament of Scotland and created the Parliament of Great Britain. Previously, all Scottish Peers had been entitled to sit in the Parliament of Scotland. At the time of the Union there were more than 130 Scottish peers and 170 English peers.[1] At that period, the population of Scotland was approximately 1.2 million while the population of England was approximately 5.1 million[2] so to unite all the peers in one house in Parliament would have given the Scots a disproportionate influence. It was therefore decided that Scotland should have 16 "representative peers" in each parliament. These peers were selected by "open election" rather than by secret ballot. Following the dissolution of each parliament a new ballot was to be held.[3]

Under the Peerage Act 1963 which came into effect in August that year, all Scottish peers were given seats in the House of Lords as of right, thus after that date no further Scottish representative peers were needed.[4]
