Charles Lewis Bullock was born in 1811 in North Carolina and married Sarah Jane Shapard in 1833. At some point between 1833 and 1840, Charles and Sarah moved to Fayette County, Tennessee, a county adjoining Haywood County where Sarah's parents Thomas Shapard and Fanny (Bailey) Shapard had moved during the same time period. Around 1847-48, Sarah and Charles relocated to Dallas County, Arkansas.
