Background
This free-space page contains an analysis of occurances of the surname ADEY (and its possible variants) in the UK 1881 Census. It was created as a result of finding the Adey Surname page on the British Surnames website. That page provides an analysis (from the 1881 census data) of the frequency of the Adey surname in the various counties, where it was more common than most. The analysis tries to understand the number of Adey individuals, when compared with the overall population of each county. That British Surnames page also contains information about which census districts have a particular abundance of Adey individuals.
British Surnames Website
Wikipedia says of the surname Adey: "At the time of the British Census of 1881, its relative frequency was highest in Berkshire (10.1 times the British average), followed by Staffordshire, Wiltshire, Cardiganshire, Hampshire, Warwickshire, the Channel Islands, Dorset, County Durham and Gloucestershire."[1]. This statement doesn't seem to match my analysis of the FamilySearch site[2]. However, it is not clear if genealogy research on the FamilySearch (FS) site can be truly considered a random process (since genealealogists tend to follow family lines). The Wikipedia page (above) appears to be based on the data on the BritishSurnames (BS) page for the ADEY Surname[3]. The BS page provides a table of frequency, which are a bit lower than this Family Search analysis, but during a lifetime a person will appear in multiple records in multiple counties. In the 1881 UK Census every person should only have been enumerated once. However, (even when only comparing with the results of a FS "tree search") the same person often appears in multiple trees, as the FamilySearch site is not so strict (as the WikiTree site) in avoiding multiple occurances of the same person.
UK 1881 Census English Counties Population Totals
Various websites give different figures for the overall population of England in 1881 from the United Kingdom census. It is likely that the differences arise from re-analysis that was manually done during the 19th or 20th centuries, or using computers during the 20th or 21st centuries. This table shows the English counties data that was extracted from the BritishSurnames 1881 Census website[4], and then the England total was computed by putting the data into the Google Sheets online spreadsheet app.

Comments on Adey Research
When I have treated all A-variant surnames (that are similar to Adey), as if they were actual part of an Adey tree, it will significantly increase the overall Adey-like surname frequency. However, due to overall surname spelling variancy, it is important to eventually include all reasonable surname variants. Even if it were believed that all people with the surname Adey form one relatively recent tree (which it is not), the addition of variants will guarantee that the analysis contains multiple (and many different) trees that are not linked by surname inheritance. There is a natural tension (yet to be resolved) between missing variants that are important and not expanding the study so far that it becomes intractable.
