Joseph was born in 1745, the son of Joseph Spalding Sr. and Lydia Wheeler. He was a descendant in the 5th generation from Edward Spalding and a distant relative of General Simon and William Witter Spalding.
Captain Joseph Spaulding served in the Continental Line during the American Revolution.
In 1785 he was one of the original proprietors of the Susquehanna Company's township of Ulster. In 1791 he moved to Athens, Bradford Co., Pennsylvania, USA where he settled on the West side of the Chemung where he later died. In 1815 Joseph was elected as the second sheriff of Bradford Co., Pennsylvania, USA.

Joseph later married Anna Margaret Oziah Snell, widow of Mr Snell. They had two children they named:
