He is the son of Christopher Spencer and Ellen Unknown. 1851 Census Frank (aged 1 year) was living at Cranbourn Street, Brighton, with his parents Christopher (41) Ellen (41) and siblings Robert (11), Ellen (9), Kate (8), Samuel (6), and Frances (1). Christopher's father Christopher (75) was also there as well as a Servant Mary Mustching (17) born Amberley, Sussex
1871 Census Frank (aged 21 years) (Plumber) was living at Brighton, Sussex with his parents Christopher (61) Ellen (61) and siblings Kate A (28), Frances A (21) and Robert (31). Robert's wife Sarah Winifred (31) and their daughter Sarah Winifred (only months old)
