Albert was born in March 1919 in Poplar, London, the son of Henry (mother uncertain)
The 1939 register says that Albert was training to be a toolmaker.
He died in 1995 in Thurrock.
The birth record suggests that Albert was born to Henry and Annie in 1919 while she was still married to Alfred Ruffell. Although the birth record is incorrect in that it gives Annie's maiden name as Ruffell, when it was in fact Wade - presumably this name was given as she was in fact still married.
After Alfred died in 1929 Annie married Henry, in 1931 in Poplar.
Without knowing any family history there is nothing online to explain why. Perhaps Alfred was badly injured in WW1, and it was something agreed by everyone involved?
Equally it is possible that Henry was also still married in 1919, to Edith, and that she died in 1931 (Q1, Stepney: https://www.findmypast.co.uk/transcript?id=BMD%2FD%2F1931%2F1%2FAZ%2F001125%2F008). AllowingHenry to marry Annie later that year.
