Council Steeves was born in May 1818 in Hillsborough, Albert County, New Brunswick, Canada, son of John Steeves Jr. (1788 - 1865) and Lydia (Jones) Steeves (1795 - 1840).

His siblings were:

  4. Titus Steeves (1828 - 1893)

  8. Ellada (Steeves) Milton (1835 - 1909)
  9. John Newton Steeves (1838 - 1878)

Council married Rebecca Helen Marks (born in Albert, New Brunswick on 24 Aug 1860; died in Saint John, St. John, New Brunswick on 8 Jan 1920).

Council married Mary B Woodworth (born in New Brunswick in 1831; died in New Brunswick in 1882), daughter of John Beatty Woodworth and Rhoda Steeves.

Council died in 1903 in New Brunswick aged ~85. He is buried in Albert Mines Cemetery, Albert Mines, New Brunswick.
