Sir Halley Stewart was born on 18 January 1838. He was the son of Reverend Alexander Stewart.
He was a partner of Stewart Brothers and Spencer, Rochester. He held the office of Member of Parliament (M.P.) for Spalding between 1887 and 1895. He held the office of Justice of the Peace (J.P.) for Sussex. He held the office of Member of Parliament (M.P.) for Greenock between 1906 and 1910. He endowed the Halley Stewart Laboratory at Hampstead. He was invested as a Knight Bachelor in 1932. He lived at The Red House, Harpenden, Hertfordshire, England.
He died on 26 January 1937 at age 99.
On 20 June 1865 Sir Halley Stewart was married to Jane Elizabeth Atkinson the daughter of Joseph Atkinson.
