I think two different Reuben Stewarts might have been confused here. Reuben the father of Richard, who is in Georgia in 1870 and 1880, is different from the Reuben in Person, NC in 1850-1860. There was a Reuben Stewart who was married in Person, NC in 1863 to Margaret Shepherd (see https://www.familysearch.org/ark:/61903/1:1:Q21R-RH99) and he and Margaret are still living in Person County in 1870 (https://www.familysearch.org/ark:/61903/1:1:MW8R-BP2)
As for the Reuben who married Elizabeth in Georgia in 1867, he was probably enslaved so we won't find censuses for him prior to the 1870 Census in Jones County.
