James was born in 1770. He was a native of Kentucky. In 1807, he and his half brothers Elisha, William, John and Jesse Barker moved to Gibson County, Indiana and settled in the Montgomery neighborhood near Owensville. In 1816 he was elected superintendent from Montgomery township. In 1817 he was elected a county commissioner along with William Hargrove and Thomas Montgomery.
He passed away in 1823 in Kentucky.
