He was the son of James George Stopford, 3rd Earl of Courtown and Lady Mary Scott. He was born on 27 March 1794 at St. James's Place, St. James's, London, England. He married as his first wife Lady Charlotte Albina Montagu-Scott, daughter of Charles William Henry Montagu-Scott, 4th Duke of Buccleuch and Hon. Harriet Katherine Townshend, on 4 July 1822 at St. Margaret's Church, Westminster, London, England. After her death in February 1828, aged 28, he married secondly Dora Pennefather, daughter of Rt. Hon. Edward Pennefather and Susannah Darby, on 29 October 1850 at St. Peter's Church, Dublin, County Dublin, Ireland. He died on 20 November 1858 at age 64 at Courtown House, Gorey, County Wexford, Ireland.
He succeeded to the title of 4th Viscount Stopford [I., 1762] on 15 June 1835. He succeeded to the title of 4th Earl of Courtown, co. Wexford [I., 1762] on 15 June 1835. He succeeded to the title of 3rd Baron Saltersford, of Saltersford, co. Chester [G.B., 1796] on 15 June 1835. He succeeded to the title of 4th Baron Courtown, co. Wexford [I., 1758] on 15 June 1835. He held the office of Member of Parliament (M.P.) (Tory) for County Wexford between 1820 and 1830. He held the office of Sheriff of County Wexford in 1833.
