Her family sided with the Crown in the American Revolutionary War and were given land as Empire Loyalists in New Brunswick (Canada), sometime before 1788.
She married John Bailey Williston (1757-1833) in March 1788 — also a Loyalist refugee. John and Phoebe settled Bay du Vin, Northumberland County, New Brunswick. They had ten children together. John operated a mill with Phoebe's brother Ben.
Phoebe passed away in late 1845 and is reported to be buried at Tucker's Point Cemetery, Northumberland County, New Brunswick. Her husband is buried there also. No grave markers persist.
