He was born enslaved around 1839 in North Carolina.
Prior to his emancipation, he was most likely held by slave-owner Lemuel Sugg in Snow Hill, Greene County, North Carolina, USA. An enslaved man matching Moses's age appears on Lemuel Sugg's slave schedules in both the 1850 and 1860 censuses.
In 1870 Moses Sugg was cohabitating with a likely wife, Emily (who matches the age of a female enslaved woman also held by Lemuel Sugg in 1860), and three children - Adam, Liller (Lillie?), and Nancey.
His wife Emily passed away between 1876 and 1880, leaving Moses a widower with children, Nancey and (Emory) Bush on the 1880 census.
Moses passed away on 26 Sep 1923 in Greene County, North Carolina, USA.
