Tapp-55 and Tapp-5 appear to represent the same person because: born in England, Milford Conn. did not yet exist. died 1701 in New Haven according to Jacobus.

Tapp-5 and Tapp-55 are not ready to be merged because: Too many differences to easily reconcile, once these have been solved, there may be two persons involved.

Andrews-249 and Tapp-5 do not represent the same person because: all dates, birth, death and marriage are different, I am not sure why one would think they are the same person. I believe this is another wife.
