James Elbert Tinney[1] was born on April 22, 1909, in New Mexico, the child of James Tinney and Pluma Harless. He married Rene Belle Jackson[2], date unknown. He died on February 15, 1977, in Junction, Texas, at the age of 67, and was buried there[3].
