Edward Tugwell was born in West Chiltington, Sussex, England.

Edward was a Lamp-Lighter.

Edward George Tugwell was born on 26 Mar 1873 in West Chiltington, Sussex, England to George Tugwell and Emily Golds.^{[1] [2]} He was baptised on 27 Apr 1873 at West Chiltington.^[3]

When he was very young, he lived with his parents in Warminghurst, Sussex.^[4]

By the time he turned 18 in 1891, he had enlisted in the British Army in the 16th Royal Lancers and was living at the Cavalry Depôt Barracks in St Mary Northgate, Canterbury, Kent.^[5] We do not have his service records but know that he was in the Lancers for 10 years and 176 days.^[6] He was still in the Lancers in 1901 when he was staying at Sansaw Hall in Clive, Shropshire acting as a servant to Captain Cecil Stanley.^[7]

By 1911, Edward had left the Lancers and was living with his brother and family in Hove, Sussex.^[8] He was now working as a lamplighter.

In World War I, Edward rejoined the British Army this time in the Military Mounted Police on 28 Apr 1915, service number P1149.^[6] He served in France beginning on 3 Jun 1915.^[9] He was discharged on 28 Apr 1916 due to health issues (cirrhosis of the liver).

Edward married Flora Ellen Goodwin in the last quarter of 1918 in the Steyning, Sussex registration district (which includes Hove).^[10] They had one child.

Edward moved in with Flora and her children from her previous marriage at 131 Clarendon Road, Hove. He lived there until the end of his life.^{[11] [12] [2] [13] [14]}

He worked as a labourer for the corporation of Hove after his marriage.^{[11] [2]}

Edward George Tugwell died in the third quarter of 1948 in Hove.^[15] He was 75 years old.
