Charles was born on 24 June 1829 at Exeter.^[1] He was the son of Charles Upham and Harriett Hazlitt.^[1]

At the time of the 1871 census, he was a clerk living at Kentish Town, St Pancras with his wife and three children.^[2]

He pased away in 1878.^[3]
