Richard Keily Ussher was born on 4 February 1778. He was the son of John Ussher and Elizabeth Paul.
He fought in the Napoleonic Wars, in the West Indies. He lived at Cappagh, County Waterford, Ireland.
He married, firstly, Martha Hewetson, daughter of Reverend John Hewetson. His older half brother Arthur had already married likely Martha's older sister Margaret.
He married, secondly, Isabella Grant, daughter of Colonel Jasper Grant and Isabella Odell, on 2 February 1836.
