Biography

Charles was born in 1896[1] in King's Lynn, Norfolk, England. He was the son of Ernest Wagg and Eliza Bowman. At the time of the 1901 census he lived with his paternal grandparents, Charles and Agnes Wagg, in King's Lynn.[2]

At the time of the 1911 census Frederick was an inmate at an industrial school in Marsham, Norfolk – "school half-time tailoring."[3]
