William was born in 1868[1] in King's Lynn, Norfolk, England, where he lived with his parents, Robert Wagg and Sarah Mayhew, in 1871[2] and 1881. He worked as a labourer.[3]
By 1891 William lived in King's Lynn with a housekeeper, Caroline Dean.[4] He worked as a gas stoker.[5][6]
