Eugenia was born in Philadelphia, Pennsylvania, United States, on February 5, 1882. She was the daughter of John Wallace and Margaret Dumbell. She only lived seven months. She passed away on September 13, 1882, in Philadelphia. She was buried at Greenwood Cemetery, Philadelphia.
