Charles was born in 1842, in Launceston, Tasmania, Australia. He was the son of Benjamin Walters and Eliza Ann Wise. [1]

He married Susannah Eliza Moore in 1860, in Launceston, Tasmania, Australia. [2]

He passed away in 1870, in Launceston, Tasmania, Australia and was buried in the Longford Methodist Cemetery, Longford, Tasmania, Australia. [3]
