Frederick Walters was born in 1853 in Mulgrave, Colony of Victoria, son of Joseph Walters ( –1883) and Martha McCabe (1821–1898).
Frederick (31) married Eleanor Jane Newman (22) (born in 1862 in Collingwood, Victoria; daughter of George Batten Newman and Fanny (Webb) Newman) in 1885 in Victoria. Their children were:
