Evan Walters was born in Carmarthenshire, Wales.

He married Ann Davies on 8 June 1839 in Carmarthenshire, Wales.

In the England and Wales Census of 1851 he is age 36, an Iron Miner, living in Aberdare, Glamorgan, Wales with his wife Ann (age 34), son John (age 12), daughter Ann (age 8), son David (age 7), and son Philip (age 5). Also in the household is his mother in law Ann Davies (age 57), who was visiting.

In the England and Wales Census of 1861 he is age 46, a Coal Miner, living in Llangiwg, Glamorgan, Wales with his wife Ann (age 44), son John (age 22), daughter Ann (age 19), son David (age 17), and son Phillip (age 15).
