Frank Watkins was born on 4 June 1909 at Ulmarra, New South Wales, Australia^[1], the son of Josiah Watkins and Mary Shepherd and brother of Percival Clarence Joseph Watkins, Arthur Ernest Claud Watkins, Lloyd Desmond Watkins, Clive Watkins, Vera Irene Watkins, Laura Watkins, Bertha Watkins, Joseph Francis Watkins and John Watkins.

He married Harriet Ann Pacer Maher on 25 February 1931 in Grafton, New South Wales, Australia^[2].

Frank died 28 October 1985 in Westmead, New South Wales, Australia ^[3].
