Arthur Richard Watkins was born around 1862 in Melbourne, Victoria, Australia, the son of Jane Watkins and Richard Watkins.^{[citation needed]}

He married Mary Maud Perian Shrubsole in 1895 in Victoria.^[1] Their children were:
