Annie was born in Texas in 1887 to John Welborn and Elizabeth Doak. After her father died, according to the 1900 Census, she was living with her mother "Bessie" and stepfather, Zack F. Sample. She earned one year of college credits and married Anderson Cox Garrett at age 19. Annie lived her entire life in Texas and passed away in 1968 at the age of 80.
