Elisha lived in Pendleton, Pendleton District, South Carolina in 1810[1] where He married Sarah Crawford in 1813.
At some time prior to 1840 he moved with his family to Rabun County Georgia. He is listed in the 1840 Census[2] as being in Agriculture, which one could take as a farmer.
"The following named persons ware drawn to serve in the Jury at the next term of this court, 10 Elish Welborn."
In 1850, it was called The 587th District instead of Tallulah Township:
