Tandy was born August 25, 1793 to Robert Welch and Susanna Aps in Lee County, Virginia.
Between 1815 and 1819, he fathered at least 2 children with Margaret Addington. No record of marriage can be found. The three known children are: Andrew Jackson Addington, and Elizabeth Addington. There are details of another child named James Welch but dates for the relationship with Margaret Addington do not line up correctly.
At some point in 1819, Tandy moved to Claiborne County, Tennessee. He married Marry Clarkson of Russell, Virginia on January 22, 1820. Tandy and Mary had 17 children.
Tandy died on November 24, 1864 in Claiborne, Tennessee and was buried in the Welch Cemetery.
