Lavinia was born in Little Akaloa, a bay on Banks Peninsula, in 1869. She is the daughter of James West (a sawyer) and Sarah (Tayler) Knewstubb (known as Sarah West).
Lavinia's birth was registered, not by her parents, but by the school teacher at Okains Bay School a month after her birth.
She married James Henry Phillips, a butcher, in Wellington in 1892. The wedding was held at the home of Lavinia's father, James Robert West, in York Street, Wellington.
James died in 1929 in West port. Lavinia died in Westport in 1950 aged 78. Both were buried at Orowaiti.
