Cecily was born in 1919. She was the daughter of Harry Wheeler and Gwendoline Hill.

In 1946, when she was about 26 years old, Cecily emigrated to America in the company of Raymond Bliese, who she was later to marry. Raymond had been in New Zealand, presumably one of the American troops that had a stopover in the country during World War Two. Cecily had been employed as a clerk in Auckland, and Raymond's profession was in accountancy.

Her Social Security number was applied for in Wisconsin, which was Raymond's home state. This was in December 1946, and Cecily had evidently married Raymond at this stage.
