Thomas Mortimer Whelan was born on 22 April 1864 in Ringwood Farm, Moonee Ponds, Victoria, Australia, the son of Elizabeth Julia (Cox) Whelan and Michael Luke Whelan.

He married Sarah Jane Pell in 1884 in Victoria.^[1] Their children were:^[2]
