Robert was born to William Wiggins and Mary (probably Knight, as that was his middle name). He was born at 'Roadside' (That was the name of the Road) in Tower Hamlets .
William Wiggins was fairly well off, he paid £6 8s 4d in property tax (most people on the ledger paid something like 8 shillings) also at a property on Roadside in 1765. A William Wiggins in the area had an apprentice and was listed as a 'Schoolmaster' although more clues lead to him being a mariner. (Perhaps you could be a schoolmaster for the merchant navy)
Robert married Martha Pope and he was definitely a Mariner, as listed on his children's baptism and marriage certificates. All the children I can locate have been girls.
Robert passed away in Stepney, he'd lived in the East End of London all his life.
