Ira John Wiggins was born on May 25, 1874 in Swain County, North Carolina, USA, son of Joseph Alexander Wiggins (1832–1920) and Mary Jane Hayes (1846–1931).
He was a civilian employee with the U. S. Government and died while assigned to Cuba.
