Troy was born in 1908 in Alabama[1]. He was the son of Harmon Wiggins and Maude Woodham. In 1920, he lived with his mother and siblings in Opp, Alabama[2].
About 1929, he married Newell Clora Lassiter. They had 1 daughter. In 1930 they were living in Neals Landing, Florida with her parents[3]. They were divorced before 1940.
In 1942, he married Lester Olean McLeod[4]. However, they were living together with the same last name in 1940[5][6]. They were divorced in 1955.
