Council Wilbur was born in 1846 in Lutes Mountain, Moncton City, Westmorland, New Brunswick, son of John Wilbur (~1820 - ) and Mary (Unknown) Wilbur (~1820 - ).

Council married Eunice J. McQuarrie (born in River John, Pictou, Nova Scotia, Canada in 1849; died in Lutes Mountain in 1891) on 12 Sep 1871 in Moncton, Westmoreland, New Brunswick Canada. Their children were:

  1. Elizabeth Earden Wilbur (1873 - )
  2. Noble Roy Wilbur (1888 - 1960).

Council married Henrietta Caroline Bateman (born in New Brunswick about 1852; died in Moncton on 22 Mar 1898), daughter of George Bloomfield Bateman and Margaret Hanington, on 9 Feb 1897 in Moncton.

Council married Emily Henderson (born in Saint John, New Brunswick on 22 Feb 1859; died in Moncton on 20 Mar 1944), daughter of James Henderson and Barbara Stephen, on 23 May 1906 in Moncton.

Council died in 1914 aged ~68. He is buried in Stilesville Cemetery, Stilesville, New Brunswick.
