Culbert was born on 13 April 1732 in Dartmouth, Bristol, Massachusetts Bay Colony, British Colonial America. He was the son of Stephen Wilcox (1707-aft.1776) and Mary Ricketson Wilcox.[1]

Culbert married Ruth White in 8 January 1754 in New Bedford, Bristol, Massachusetts Bay, British Colonial America.[2]

Culbut was mentioned in his father's will dated 9 March 1778. In the 1790 census Culbert was in Westport, Bristol, Massachusetts, United States.[3]
