He is listed in the household of Andrew Wiley after younger children in the 1850 Census (Ray County, Missouri) and 1860 (Linn County, Oregon). It is unclear if he was the son of Andrew or another relation.

The Wiley family came to the Oregon Territory on the Oregon Trail in 1853.
Harvey worked with Andrew beginning in September 1859 to scout and open the Santiam Wagon Road.
