Walter was born on September 1, 1907, in Yellowbud, Union Township, Ross County, Ohio. In 1920, Walter lived with is parents and siblings in Union Township, Ross County, Ohio. On February 18, 1928, Walter married Pauline in Franklin County, Ohio. During the 1940 census, Walter lived with his wife, children, and a brother and sister, in Montgomery Township, Franklin County, Ohio. He died on June 16, 1996 in Columbus, Franklin County, Ohio.
