William Henry was born on the 1 January 1890 at 65 Cornwall Street, in Wapping-Stepney (aka Shadwell), Parish of St. George in the East, London Borough of Tower Hamlets, in Middlesex & London, England[1]. He was the son of Frederick Wiseman and Eleanor "Ellen" Boorman.
His baptism takes place on the 26 January 1890 at the Parish Church of Saint George in the East, Cannon Street, in the District of Shadwell, St. George in the East Parish, London Borough of Tower Hamlets, East End of the City of London, in Middlesex & London, England[2].

William first appears in the Census Record of 1891 living with his parents Frederick (Wiseman) and Eleanor "Ellen" (Boorman), along with siblings John, Eleanor Jane and Rebecca Lavinia (Wiseman). They reside at 65 Cornwall Street, in the District of Shadwell (aka Wapping-Stepney), St. George in the East Parish, London Borough of Tower Hamlets, East End of the City of London, London & Middlesex, England[3]. However, by 1901, William is living with his brother John (Wiseman) and siblings Eleanor "Ellen" Jane and Rebecca Lavinia (Wiseman) at 67 Knott Street, in the District of Mile End Old Town, Parish of Stepney, London Borough of Tower Hamlets, Middlesex & London, England[4].
In 1911, William Henry is living with his sister Rebecca Lavinia (Wiseman) at 67 Knott Street, in the District of Mile End Old Town, Parish of Stepney, London Borough of Tower Hamlets, Middlesex & London, England[5]. However, the Census of 1921 reveals William Henry is a patient at the Napsbury Mental Hospital, in the Villlage of London Colney, north of the City of London, near the Cathedral City of St Albans, Parish of St Peter Rural, in Hertfordshire, England[6]. He is still a patient at the Napsbury Mental Hospital, London Colney, Hertfordshire with the Register of 1939[7].
With the Census of 1911, William's occupation is recorded as being a General Dealer. But by 1921, he is employed as a Butcher according to his Patient Records. Then, in the Register of 1939, William is recorded as being a Retired Sailor.
William Henry (Wiseman) enlists in the Royal Navy on the 7 March 1916 and is described as being 5 feet 6 inches with brown hair and eyes and a fresh complexion. He is given the Service number of J51136 and his occupation, on enlistment, is that of a Fishmonger. He is attached to the HMS Pembroke I as an Able Seaman and is discharged on the 7 September 1920 at the end of the First World War[8].
William Henry (Wiseman) passes away between January and March 1942 at the Napsbury Mental Hospital, in the Villlage of London Colney, north of the City of London, near the Cathedral City of St Albans, Parish of St Peter Rural, in Hertfordshire, England. He was 52 years old at the time and the cause of death will be on his Certificate[9].
