Harley was born in 1876. He was in the marble business with his half brother Charles Woodard, Woodard Bros., selling headstones throughout Ohio from 1891 until 1920s. He graduated from West Liberty High School in 1898 and married Alice Leila Stonebraker in 1891. The couple were well known in West Liberty for their business and local involvement in government. He passed away in 1951.
