Howard was born in 1868. He was the son of Henry Ziegler, born in Brush Valley, Centre Co., Pa., and Lydia Wolfe, born in Lebanon Co., Pa.
In Census Year, June, 1880, a Howard J. Ziegler is residing in Centre Co., Pa. with his parents and siblings. Those enumerated were:
- Henry Ziegler, 43, married, farmer, born Pa., parents also
- Lydia, 45, wife, keeping house, born Pa., parents also.
