John was born in 1787 in Bladen County, North Carolina. He was the son of Thomas Owen and Eleanor Owen.
He attended the University of North Carolina in 1804 but didn't graduate. In 1812 he was elected to the North Carolina House of Commons, where he served two terms.
He married Lucy Ann Brown on June 24, 1813. They had five children together. According to the family Bible, their second and third sons were named identically, Charles Porterfield Owen. The first Charles died at six. The second Charles died at fourteen while attending Hillsborough Academy.
In 1819 he was elected to the first of two terms in the North Carolina Senate. In 1824 he was elected to the Council of State. Then he returned to the Senate for one more term in 1827.
He was offered the position of Vice President of the United States on the ticket with William Henry Harrison, but he declined.
He passed away in 1841 on his farm in Chatham County and was buried in St. Bartholomew's Episcopal Church Cemetery in Pittsboro, North Carolina
