Migration and Place Categories mismatch

Migration template creates a set of categories for a profile of an individual who migrated from Country A, Entity A to County B, Entity B.  The category names that link to the Place categories appear to be misaligned with policy on Place category names.  For example, a profile for someone who migrated from Devon to New South Wales goes into Category: Migrants from Devon to New South Wales.  The category next level up is Category: Emigrants from Devon to Australia.  The next level up is Category: Emigrants from Devon. The Migration template generates these category names.  All well and good. Now the problem.  Category: Emigrants from Devon is filed under Category: Emigrants from England and Category: Devon by default.  The manager of the Devon Category insists that Category: Emigrants from Devon must instead be called Category: Devon, Emigrants so as to comply with policy.  The Migration template does not fit this policy.  Will the people who look after the Migration categories and those who look after the Place categories please get together and agree what naming convention is going to be used?  See categories in profile https://www.wikitree.com/wiki/Burrough-176.

This is an in-progress topic, as well as a general misunderstanding.

"The manager of the Devon Category insists that Category: Emigrants from Devon must instead be called Category: Devon, Emigrants so as to comply with policy."

Migration Categorization was approved (May 2018) before the policy update that all topical categories use the Location, Theme format (Sep 2018). Until the Migration structure documentation can be clarified, updated and announced, this will cause a few errors in naming as the policy is followed as it is currently documented. The correct category, right now according to the approved policy, is Category: Emigrants from Devon.

On a side note, Category: Devon, Emigrants is the correct version we are aiming for, but is not yet ready for use. It should also be noted that this category is also not driven by the Regional categories structure, and is only documented within the Migration Categorization structure.

In the always evolving nature of WikiTree, there will always be room for potential conflicts in the category structures. In many cases, it is very easy to get approval for structures, but implementation can take considerably longer. There is often many more people wanting to use a structure for their own purposes, and not enough people willing to take on clean-up and merger actions that stem from those policy updates/modifications, so please bear with us.

Wow that sound like a lot of fixing and then re-fixing - good luck people
Thanks very much for your thorough reply.
Has any progress been made with this change ?

Can we switch to the  "Location, Theme" format yet ?
