This is an in-progress topic, as well as a general misunderstanding.

Migration Categorization was approved (May 2018) before the policy update that all topical categories use the Location, Theme format (Sep 2018). Until the Migration structure documentation can be clarified, updated and announced, this will cause a few errors in naming as the policy is followed as it is currently documented. The correct category, right now according to the approved policy, is Category: Emigrants from Devon.
On a side note, Category: Devon, Emigrants is the correct version we are aiming for, but is not yet ready for use. It should also be noted that this category is also not driven by the Regional categories structure, and is only documented within the Migration Categorization structure.
In the always evolving nature of WikiTree, there will always be room for potential conflicts in the category structures. In many cases, it is very easy to get approval for structures, but implementation can take considerably longer. There is often many more people wanting to use a structure for their own purposes, and not enough people willing to take on clean-up and merger actions that stem from those policy updates/modifications, so please bear with us.
